Accounts & Grants Management Coordinator

Location: Greater Memphis Workforce Development Board

Reports To: Director, Economic Insights & Risk Management

Position Summary: The Accounts & Grants Management Coordinator will work closely with the Director, Economic Insights & Risk Management to ensure the integrity of the grant(s) and related tasks. The Accounts & Grants Management Coordinator will be responsible for researching future grants and coordinating the grant application process. The Accounts & Grants Coordinator will be responsible for the completion of grants management tasks as well as ensuring the smooth functioning of the administrative and office systems. Some responsibilities include purchase orders, contract management in collaboration with Manager, Contracts, Procurement + Policy, and resolving any discrepancies.

Key Responsibilities:

The Accounts & Grants Management Coordinator duties will include, but are not limited to:

  • Collaborates with Executive Director and Director, Economic Insights & Risk Management to prepare and submit grant and contract applications ensuring all forms are completed correctly, all content is included, and the application receipt deadline is met.
  • Plans and prepares the budget and related financial portions of the grant/contract submission.
  • Provides administrative support as needed to implement grants and/or contracts. Reviews Notice of Award and coordinates with team for needed adjustments to budget.
  • Processes budget revisions if needed; monitors the funds for state, federal, and private sponsored grants, contracts, and sub-awards.
  • Maintain accurate records of grants and ensure compliance with grant requirements.
  • Complete purchase orders.
  • Assist with In-Kind tracking.
  • Assists with special projects as assigned by the Director and/or members of leadership.
  • Support fiscal monitoring of grantees through the review of budgets and invoices, monitoring and tracking of invoices and expenses to process the reimbursement.
  • Conduct training and provide technical assistance to providers regarding grant guidance, data, quality improvement, or other identified areas of need.
  • Conduct regular audits and reconciliations of grant accounts.
  • Ensure compliance with all relevant regulations and guidelines related to grant management.
  • Identify and mitigate risks associated with grant-funded projects.
  • Develop and implement policies and procedures to improve grant management practices.

Qualifications:

 

  • Bachelor’s degree in finance, Business Administration, or a related field preferred; relevant experience may be considered in lieu of a degree.
  • Minimum of 2 years of experience in accounting or finance, preferably in a non-profit or public sector environment.
  • Proficient in software and Microsoft Office Suite, particularly Excel.
  • Strong attention to detail and accuracy in entry and reporting.
  • Excellent organizational skills and the ability to manage multiple tasks and deadlines.
  • Effective communication and interpersonal skills, with a commitment to teamwork.

Director, Economic Insights & Risk Management

Location: Greater Memphis Workforce Development Board
Reports To: Executive Director

Position Summary: The Director, Economic Insights & Risk Management plays a crucial role in guiding the Greater Memphis Workforce Development Board’s strategic decisions by analyzing economic trends and managing potential risks. This role will ensure the integrity and accuracy of reporting, compliance with regulations, and effective resource allocation to support workforce development initiatives.

Key Responsibilities:

  • Collect and analyze data to evaluate the impact and probability of identified risks and produce reports to facilitate informed decision-making.
  • Provide creative alternatives and recommendations to reduce costs and improve financial performance
  • Develop economic forecasts and models to support strategic planning
  • Ensure the appropriate use and management of the funds provided under WIOA subtitle B for the youth, adult, and dislocated worker activities and one-stop delivery system in the local area; and ensure the appropriate use management, and investment of funds to maximize performance outcomes under WIOA sec. 116.
  • Develop and implement risk management policies and procedures.
  • Assist with development of annual budget for the activities of the Local WDB and any other grants throughout the program year.
  • Assist the Executive Director with the MOU/IFA annual process and/or modifications throughout the program year. This includes negotiations with required partners on the methods for funding the infrastructure costs of one-stop centers in the local area.
  • Develop cost allocation plan annually
  • Partner with cross-functional teams to ensure operational efficiencies
  • Coordinate with external auditors during annual audits, ensuring all documentation is accurate and accessible.
  • Analyze funding sources and financial resources to support strategic initiatives and programs and provide financial insight and recommendations to the Executive Director and Board on funding opportunities and sustainability.
  • Supervise staff, providing mentorship and professional development opportunities.
  • Build and maintain relationships with funding agencies, community partners, and stakeholders.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree in Finance, Business Administration, or a related field; Master’s degree preferred.
  • Minimum of 7 years of progressively responsible financial management experience, preferably in a non-profit or public sector environment.
  • Strong knowledge of financial regulations, compliance, and reporting requirements.
  • Excellent analytical skills and attention to detail, with the ability to interpret financial data.
  • Proven leadership and team management experience.
  • Exceptional communication and interpersonal skills, with the ability to engage with diverse stakeholders.

Youth Program Specialist

SALARY:          $42,000/annually

JOB DESCRIPTION SUMMARY

The purpose of the Youth Program Specialist is to provide exceptional services to young adults, 14-24 years of age under the TYEP (Tennessee Youth Employment Program). The Youth Program Specialist will recruit, assess, enroll, and certify that youth are eligible to gain meaningful employment opportunities. The Youth Program Specialist will be responsible for overseeing a caseload. This position consists of conducting eligibility assessments and providing supportive services to young adults to enhance the educational and personal development skills leading to a profound workforce development occupation.

MAJOR DUTIES AND RESPONSIBILITIES

  • Youth Program Specialist will interview and complete assessments with young adults, within the ages of 14-24, to assess for eligibility with the TYEP program.
  • Provide mentoring, coaching, and additional workforce development training opportunities that promote self-sufficiency for young adults.
  • Complete weekly follow-ups with TYEP participants regarding work status and assess for supportive services.
  • Pre-screen TYEP participants for job placement and serve as an advocate between the young adults and TYEP sites.
  • Process internal and external referrals for
  • Establish and maintain professional relationships with young adults, parents/guardians, and community supporters.
  • Provide case management to TYEP participants’ case files and upload eligibility
  • Demonstrate technical skills and the ability to ensure TYEP payroll timesheets are accurate and complete for payroll processing.
  • Remain knowledgeable of company policies and procedures, as well as ensure compliance and all legal requirements are maintained.

Manager for Strategic Initiatives

The Manager for Strategic Initiatives is responsible for leading and managing key strategic projects and initiatives that support the goals of the Workforce Development Board. This role involves coordinating efforts to enhance workforce programs, building partnerships, and ensuring alignment with organizational strategies and community needs.

Key Responsibilities:

  1. Strategic Initiative Management:
    • Develop, implement, and oversee strategic initiatives to advance workforce development objectives.
    • Identify and assess emerging trends, opportunities, and challenges in workforce development.
    • Ensure strategic projects align with the board’s mission, goals, and performance metrics.
  2. Project Oversight:
    • Manage project planning, execution, and evaluation, including setting timelines, budgets, and performance goals.
    • Coordinate with internal teams and external partners to ensure successful project outcomes.
    • Prepare detailed project reports and presentations for senior management and stakeholders.
  3. Stakeholder Collaboration:

Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, Human Resources, or a related field (Master’s degree preferred).
  • At least 3 years of experience in project management, strategic planning, or a related field.
  • Demonstrated ability to manage complex projects and lead cross-functional teams.
  • Strong analytical skills and experience with data-driven decision-making.
  • Excellent communication and interpersonal skills.

PROWD Project Director

The Project Director will be responsible for managing the Partners for Reentry Opportunities in Workforce Development (PROWD) initiative ensuring that all grant requirements are met, supervising program staff, partnership development and management, overseeing strength-based services to participants and performing other duties as necessary to ensure that the program operates effectively and efficiently within the guidelines of the grant. The program will serve PROWD program participants of the FCI Memphis low-security facility and minimum-security satellite camp during and after incarceration in Residential Reentry Centers and the general community.

Qualifications:

  • Bachelor’s degree from an accredited institution of higher education, preferably in public administration, criminal justice, public health, psychology, or other related field; or the equivalent in work or lived experience
  • Experience in supervising employees and grant administration
  • An understanding of workforce and/or economic development preferred
  • At least three years of experience in workforce development and/or reentry program operations and management preferred.
  • Must possess and maintain a valid Tennessee driver’s license and current auto insurance
  • Must pass background/criminal history check with the US Department of Justice and Federal Bureau of Prisons
  • Must be adaptable to changing programs, workforce needs, and areas of focus
  • Candidates with lived experience in the justice system are strongly encouraged to apply

Responsibilities:

  • Lead all grant activities to ensure requirements stated in the outcomes and goals are met
  • Collaborate with grant partners to implement grant components and ensure participants are gaining needed training, education, and job readiness skills for success upon release
  • Recruit and ensure training for Peer Support Specialists
  • Recruit employers that will engage with Tennessee Department of Labor & Workforce Development to hire from training programs provided to participants through TN Board of Regents Facilities
  • Supervise and support case management staff that will recruit and collaborate with partners and service providers to support participants throughout the program
  • Assist in planning and implementation of quarterly coalition meetings to support and advocating for justice-involved citizens
  • Track and provide the Tennessee Department of Labor & Workforce Development-TN Office of Reentry staff with participant data and other reporting as required
  • Complete and submit monthly and quarterly reporting as required by Department of Labor and Bureau of Prisons
  • Ensure all participant paperwork, credentials, and data are submitted to the Tennessee Department of Labor & Workforce Development-TN Office of Reentry
  • Ensure program operations are compliant with grant requirements as well as federal and state regulations.
  • Collaborate with statewide partners and employers to identify and eliminate barriers to employment for participants
  • Collaborate with Memphis FCI and Memphis and Nashville RRC’s to ensure recruitment goals are met
  • Participate in PROWD Community of Practice to share best practices and coordinate with workforce system partners
  • Maintain a working knowledge of processes within American Job Center network and how they contribute to outcomes and tracking
  • Track and report on PROWD participants, including preparation and submission of grant reports
  • Represent PROWD and the Greater Memphis Workforce Board in the community through community forums and public speaking opportunities
  • Perform such other tasks and duties as assigned by the Greater Memphis Workforce Board

  • Must be able to work normal hours of 8:30 a.m. – 5:00 p.m., Monday through Friday; participation in morning and evening meetings/events is also required

PROWD Case Manager

The Case Manager will provide services to participants through the Partners for Reentry Opportunities in Workforce Development (PROWD) initiative ensuring assessment and tracking of participants, as well as completion of education and training. The case manager will provide support and assistance during incarceration and upon release to remove barriers to employment once PROWD program participants reenter society. The Case Manager will serve PROWD program participants of the Federal Correction Institute (FCI) Memphis low-security facility and minimum-security satellite camp and Memphis or Nashville area Residential Reentry Centers (RRC’s).

Location: Memphis or Nashville

Qualifications:

  • Bachelor’s degree from an accredited institution of higher education, preferably in social work, criminal justice, public health, psychology, or other related field; or the equivalent in work or lived experience.
  • An understanding of workforce and/or economic development preferred
  • At least four years of experience as a case manager in a workforce program setting preferred
  • Must possess and maintain a valid Tennessee driver’s license and current auto insurance
  • Must pass background/criminal history check with the US Department of Justice and Federal Bureau of Prisons
  • Must be adaptable to changing programs, workforce needs, and areas of focus that involve justice involved individuals

Responsibilities:

  • Provide pre and post release case management and identifies wrap around services to program participants
  • Ensure recruitment and enrollment of participants into training programs within FCI Memphis and two RRC’s in the Memphis and Nashville areas
  • Conduct individual assessments, including those used to determine employability level prior to placement in a training program that will improve their employment outcomes
  • Develop an Individual Development Plan (IDP) to help PROWD program participants identify skills and abilities, outline career pathway options, determine training needs, and identify barriers and requirements that must be addressed before release
  • Provide resources and assistance to help participants identify and overcome problems that could lead to recidivism
  • Create and maintain support networks to identify, create and connect participants to resources upon release from FCI Memphis and the Residential Reentry Centers
  • Ensure connection to Peer Mentors for program participants upon release to the community
  • Track and enter required program data in required data tracking systems
  • Follow up and provide personal and professional guidance with program participants after program completion for 12 months
  • Research the local employment market using proven job development tools to identify prospective second chance employers
  • Assist with building a network for statewide Tennessee employers that will hire second chance individuals
  • Build long term relationships with employers to develop an ongoing source of employment for participants
  • Coordinate meetings with employers, individually and through industry clusters, to determine the region’s current and future workforce needs.
  • Develop and teach training programs designed to improve employability skills in the areas of communication, resume building, writing, application completion and interviewing
  • Represent PROWD and the Greater Memphis Workforce Board in the community through community forums and public speaking opportunities
  • Perform such other tasks and duties as assigned by the Greater Memphis Workforce Development Board
