About the Local Elected Official Consortium

The Local Elected Official Consortium brings together the mayors of Shelby, Tipton, Lauderdale, and Fayette counties to guide the Greater Memphis workforce system. Together, they select the Chief Local Elected Official (CLEO) and designate the Shelby County Mayor to act on their behalf. The mayors nominate representatives from their counties, and the CLEO makes the final appointments to the Workforce Development Board.

 

About the CLEO

Mayor Mickell M. Lowery | Shelby County
Elected in 2026, Mayor Lowery serves Shelby County, home to an estimated 910,226 residents. He is the consortium’s Chief Local Elected Official (CLEO).

Mayor Mickell M. Lowery was sworn in as the seventh Mayor of Shelby County, Tennessee. As Mayor, he serves as the County’s chief elected official and leads an administration responsible for serving residents across Memphis, the county’s municipalities, and unincorporated Shelby County.

 

 

Mayor Rhea “Skip” Taylor | Fayette County
First elected in 2002, Mayor Taylor serves Fayette County, home to an estimated 45,071 residents.

County Executive William “Billy” Daugherty | Tipton County
Elected in 2026, County Executive Daugherty serves Tipton County, home to an estimated 62,287 residents.

Mayor Ronnie Jackson | Lauderdale County
Elected in 2026, Mayor Jackson serves Lauderdale County, home to an estimated 24,617 residents.

Role of the Greater Memphis Workforce Development Board

The Workforce Development Board of Directors is a dynamic group of private and public sector partners, in partnership with local elected officials providing leadership, direction and policy oversight for the workforce delivery system in Greater Memphis to promote economic mobility and growth. Its members are appointed by the local county mayor and confirmed by the Governor.

Workforce Development Boards must be majority private sector/business leaders from throughout the four-county service region. The Board is composed of a diverse group of people actively engaged in the community with knowledge of the local labor market and aligns resources towards effective workforce development in order to meet local area needs.
