Greater Memphis Local Workforce Development Board-Third Party Procurement Management Request for proposals (RFPs)

The Greater Memphis Local Workforce Development Board (GMLWDB) is inviting competitive proposals for an experienced consultant (or consultant team) to guide a comprehensive request for proposals (RFP) process in close consultation with the local board and identified stakeholders. Through this RFP, the GMLWDB seeks to procure the most qualified provider of the desired services at the most favorable, competitive prices. The GMLWDB commits to giving ALL qualified respondents, including those that are owned by minorities, women, service-disabled veterans, persons with disabilities, and small business enterprises, an opportunity to do business with the GMLWDB as contractors, subcontractors or suppliers. All firms submitting proposals under this RFP shall demonstrate the knowledge, skills and experience necessary to meet or exceed the following minimum requirements:
- Manage a comprehensive procurement process within an approximate 60-day time period.
- Develop Request for Proposal (RFP) documents for WIOA funded service providers (Adult, Dislocated Worker, Youth, and One Stop Operator) that are compliant with WIOA regulations, Tennessee state requirements, and Greater Memphis local policies.
- Manage the dissemination of the RFP(s) to various sources and the solicitation of responses from interested bidders.
- Manage question and answer sessions.
- Conduct reference interviews.
- Evaluate bids via customized scoresheets and rubrics.
- Submit a recommendation report for the GMLWDB
- Assist in negotiations and contracting elements after notification of award
PROPOSAL:
Successful proposals should clearly demonstrate the consultant or consultant’s team’s ability to the aforementioned requirements and should include the following:
- Overview of your organization
- Experience managing RFP processes for WIOA funded contracts
- Proposed timeline for designing, implementing and managing the procurement process in approximately 60 days.
- List of team members, their role and relevant qualifications
- Three organizational references
- Cost proposal
Full proposals are due Friday, March 15, 2024 by 12:00 pm CT. Proposals should be submitted via email to: workforce@memphischamber.com.
